At the Dusit Mahaprasat Throne Hall in the Royal Palace,
on 5, 9, 12 and 24 February 1996, His Majesty the King gave royal advices
to Mr. Banharn Silpa-Archa, then Prime Minister, Mr. Sumet Tantivejkul,
Board Member and Secretary-General of the Chaipattana Foundation and officials
from various relevant agencies, urging a speeding-up of the study
and implementation of the Kaem Ling Project in the Mahachai-Sanamchai canals
and other linked canals: this is because the Mahachai and Sanamchai canals
form the water retention area west of the Chao Phraya River near the flood-prone
areas of Samut Sakorn, Nakhon Pathom and Bangkok.
The Kaem Ling Project in the Mahachai-Sanamchai canals
performs the function of holding flood waters in the upper areas, at the
same time releasing water into the Gulf of Thailand in relation to the
tide levels of the sea and relying on an appropriate use of gravity and
pumping stations.
The project comprises the construction of water gates and
pumping stations in canals, which do not require huge investments but yield
considerable benefits, and can be linked with the Kaem Ling Project in
the Lower Tha Chin River to form an integrated system for efficient flood
alleviation in Bangkok and its environs.

In response to His Majesty's recommendation, ten sites
have been selected for the installation of water gates in canals and pumping
stations, as deemed necessary. This activity will be linked with the Kaem
Ling Project in the Lower Tha Chin River. |
