This project will provide space to store water in the western area of the Chao Phraya River. Water gates and large pumps in the Tha Chin River will be installed north of Samut Sakorn as deemed appropriate.

During periods of flooding the water gates will control the water levels in the Tha Chin River by releasing large amounts of water into the Gulf of Thailand through gravity during low-tides. The gates will be closed in order to prevent sea water from entering the river during high-tides. At the same time, as much water as possible will be pumped into the Gulf of Thailand using pumping stations. This mode of operation will ensure that the water level in the Tha Chin River, north of the water gates, remains lower than the banks at all times. This is the 'kaem ling' (monkey cheeks) method which will hold flood waters within the levels of both banks of the Lower Tha Chin River and release excess water into the Gulf of Thailand.

The Kaem Ling Project in the Lower Tha Chin River is a large project that requires careful feasibility and impact studies. The implementation period is expected to be five years and the Royal Thai Government official will include this project in its plans to solve flood problems in Bangkok and its environs.
